McDOWELL, Harris Brown, Jr., a Representative from Delaware; born on a farm near Middletown, New Castle County, Del., February 10, 1906; attended the public schools of Middletown, Wilmington (Del.) High School, and the Y.M.C.A. schools; graduated from Beacom Business College, Wilmington, Del.; engaged in farming, also in the insurance and real estate business; member of the State Board of Agriculture, 1937-1940; served in the State house of representatives, 1940-1942; director of Interstate Milk Producers Cooperative and member of Delaware Farm Bureau, 1941-1948; member of the State senate, 1942-1946; secretary of state for Delaware, 1949-1953; member of New Castle County Zoning Commission in 1953 and 1954; delegate to the Democratic National Conventions in 1944, 1948, 1952, 1956, and 1960; elected as a Democrat to the Eighty-fourth Congress (January 3, 1955-January 3, 1957); was an unsuccessful candidate for reelection in 1956 to the Eighty-fifth Congress; elected to the Eighty-sixth and to the three succeeding Congresses (January 3, 1959-January 3, 1967); unsuccessful candidate for reelection in 1966 to the Ninetieth Congress; Federal State coordinator for Delaware, 1967-1968; retired; was a resident of Middletown, Del., until his death in November 1988; interment in Forest Presbyterian Church Cemetery, Middletown, Del.
